Audits catch theft after it happens. They do not stop the same few families deciding where the money goes. A jury drawn by lot does — so long as the draw is stratified, or the loudest habitation simply wins the lottery.

Every habitation is guaranteed at least one

Canal Side and New Extension are the smallest, and in an unstratified draw they are the ones who vanish. Guaranteeing them a seat is the whole point: in a system that records no caste, locality is the closest honest proxy available.
